worst president ever in the history of this small nation. Corruption
was his trade mark and quite frankly he was an embarrassment for the
entire nation.
Dr. Rosalia Arteaga was elected "Interim President" by
Congress with the blessing of the armed forces of Ecuador under the
leadership of General Paco Moncayo, a man considered a national hero
of the Cenepa military campaign .
Fabian Alarcon 1997 - 1998 is
elected "Interim President" by Congress until 1998. In 1998 Jamil Mahuad is elected as President of
Ecuador during 1998-2002. Jamil Mahuad and Fijimori's Peruvian
President has signed the peace in 1998. |

On January 21, 2000, during demonstrations in Quito by indigenous
groups, the military and police refused to enforce public order. Demonstrators entered the National Assembly
building and declared a three-person "junta" in charge of the
country. Field-grade military officers declared their support
for the concept. During a night of confusion and negotiations,
President Mahuad was obliged to flee the presidential palace. Vice
President Gustavo Noboa took charge; Mahuad went on national
television in the morning to endorse Noboa as his successor. |

Congress met in emergency session in Guayaquil the same day,
January 22, and ratified Noboa as President of the Republic in
constitutional succession to Mahuad. Under strong international pressure Noboa
introduced a highly unpopular austerity program which, by the
time of the most recent presidential poll in October 2002, had

This was the same Gutierrez who had led the coup
against Mahuad in January 2000: his party is named after the date of
the action. Simultaneous national assembly elections returned a
coalition government led by center-leftist Alfredo Palacio. The rise of Gutierrez has inevitably drawn
comparisons with South America’s other left-wing populist leader,
Hugo Chavez of Venezuela.
But the more cautious Gutierrez is not keen to
promote the connection and there are significant differences in the
