I lived in the Galapagos for 4 years. Average water temps are at their warmest in March, but still on the warmer side in February.
But - be aware that one of the reasons that make Galapagos such a great place for marine life is the mixing of various ocean currents there - the cold Humboldt coming up along the S.American coast, the cold upwellings from the west (Cromwell) and the warmer current coming from Panama region. So, you get lots of eddies, upwellings etc... making it very difficult to predict exactly what temperature the water will be from one day to the next - you might get 65 degrees at one spot one day, and 80 at the same spot the next day.
Having said this, you should be OK with your shorty in February!
